Using the video split idea seems like it would work well. I don't know of another way to have the markers
move with the video clip... unless you use idea #4 below and group them with the video clip.
Here are some things I've found useful in matching video/graphics/keyframes to music:
1. To determine the beats per minute of the music, I use free software called MixMeister BPM Analyzer -

2. Depending on the purpose, I might modify the tempo of the music (Audacity or similar).
3. Peaks in the audio wave form can be a guide, but this is not always completely accurate for precise changes
4. Inserting alternating colour boards (duration to match beat determined in 1.) then tweaking durations to precisely match music. Example shown here -
