Only you can make that decision. Do you have need for the new features...

Chances are, the longer you wait the more stable PD12 will become. Prices may go down; specials may be offered.

For me the "multicam mode" alone , which provides the automatic audio analysis to synchronize multiple clips was worth the cost of the upgrade . MSI X99A Raider

The new features are cool and i can scrape together $100.
Will PD9 take advantage of my 3rd gen chip?
Will PD12 be faster?..I have some 4gb avi's I need to play around with that I captured from old DV camera.
I'm moving all the DV tapes to a NAS drive but want to edit and compress them first.

Perhaps try the trial version to see if your computer has sufficient power to do what you want and the features you desire. I've never seen PD9, my old man has PD 10, i started with PD 11. I only downloaded 12 recently so yet to complete a project to comment much on processing speed. I5 is a dual core processor if I recall, rather than quad core of I7, so you may not get significant improvements over PD9 with their latest development.

The main two new features of 12, multicam and theme design is what made me upgrade. Multicam is awesome if you ever use two (to 4) devices, and theme design is good for short clips, say memorable day trips. I'm likely to use theme designer for a short clip to show at my wedding next year.

Hope this helps.

two more question
After I install PD9 do I just install the latest patch or all patches?
Does it work with win 8.1?

Does your laptop have add-on graphic card or a reasonably fast on-board card. 3GB is comfortable editing standard definition files.
editing HD or ultra HD clips would stress your laptop fullest and slow down editing process and rendering. PC specs :
OS Windows 10.0 Pro
MB - AS rock Z77 extreme 11
Intel 3770K @ 4.0 Ghz OC
Gskill 32 GB RAM 1800 Mhz
6 TB HDD, SSD bootable
nVidia ASUS GTX 660 Ti
BenQ 22" LCD monitor 1920x1080
