PowerDVD8 ultra --> regional code problem

Hello,
I have the problem, that powerdvd8 ultra will play my BluRay-movies only with Admin-rights. When I login to Vista Business 32bit with an user with no admin-rights, powerdvd8 ultra asks me for the regional-code, because I am watching a BluRay movie for the first time. There is the problem. The windows where I can choose the regional-code shows, that I can´t change the regional-code anymore ( 0 )! Here is the screenshot of powerdvd:

If I start powerdvd again with admin-rights everthing works perfect. I also could change the regional code another 4 times. Can someone help me with that or is there maybe a workaround? Reinstalling the software didn´t help. Also powerdvd is up to date.

Does anyone have the same problem with BluRay-Movies? Do you guys always watch BluRay-movies with admin-rights? DVDs are no problem at all...
