I see you are using a firewire card to connect with your PC. I am not an expert with capturing so I am not sure what the problem might be. It is my understanding that the later versions of PowerDirector are more limited in their ability to capture from all types of cameras. Again, I don't have any personal experience with Capturing from within PD as I use a Digital camera and only have to import the digital files onto my PC.
BUT.....
Do you have
Windows Movie Maker on your PC? This is a free Windows application and unless it has recently changed....it did have the ability to "Capture" video from a camera. It might be worth investigating. I know you can download it at this link:

I realize that PD11 should be able to, but the ultimate goal is to get your Hi-8 video into a digital form on your PC, then you can import the video into PowerDirector. You might have to get creative and use another application to get this done.
