I'm planning to upgrade from my Radeon 4670 to a GTX 660 ti. Apart from cleaning out old drivers with Drive Sweeper or alike, do I need to do anything with PD 11 to make it recognize the new hardware and enable the correct features?

No, PD 11 will just use the Video Card and Drivers that are installed in the Computer.

You will still have to keep up with any updates as video card drivers change regularly.

Not all Video Card Drivers are good for Video editing.

If you find a driver that works well, keep it until you must solve a problem.

EDIT: correct a word.
