How to create a background for a title so it can be read clearly

I am trying to create instructions that appear across the bottom of a video. I would like the instructions to have a solid background, so they can be read clearly. Attached is an example somebody created using a different program. This is exactly what I want to do. I already know how to create the instructions (title), and place it on the timeline so that it appears in the video. I just don't know how to create a background for it so it can be read clearly.

1 - Place a color board on a higher numbered track than the main image or video, and a lower number than the Title.
2 - Set the duration of the color board as desired.
3 - Select the color board and click the 'Modify button"
4 - Uncheck the 'Maintain Aspect Ratio' check box.
5 - Size the color board to suit what you want.
6 - Set the 'Opacity' of the color board as desired to get the effect you want.

These are the basic steps. You can experiment with the settings until you get the effect you are looking for.
