If you view the video, all that would be clear.

To answer your question. You put you background on Track 1.
All of your other slides/photo on Track 2.
Your music in any of the music tracks.
The trick is to have the background running the full length on Track 1.
You can have any or as many of the other tracks as you wish.
In Powerdirector, the Higher number Tracks overlay on top of the lower tracks. Unless you have transparency. Then the lower number track will show through the transparent parts.
