You can capture content from an optical device, such as video scenes from a DVD. To capture, use the capture player controls (record, play, stop, next/previous frame, etc.) underneath the capture preview window. Commercial DVD's will not allow one to remove scenes, video (vob files) using PowerDirector. CyberLink abides by the MPEGroup agreement.
Non-Commercial DVD's such as ones you created yourself will be ok to extract data from.
