Please can you tell me how to use wave editor to make multiple cuts in a section of voice over. I want to cut out 'erm's' and also some other bits. It only seems to want to adjust the volume and quality of the sound. Other buttons are greyed out.

If you look at your WE window - a soundtrack loaded - you have the vertical amber-coloured line cutting through the waveform(s). At the top end of this timline indicator there is an amber "M" - shaped figure.
Point your mouse cursor on one of the legs of the "M" (e.g. the right one), click-and-hold the left mouse-button on it and drag the mouse to the right (or the left, if you took the left leg).
You'll open an olive-like-coloured area, which you now may edit, i.e., cut, paste, dump, etc...
Then also the greyed-out buttons will come to life.

No one could ever gues that by trrial and error on the right side leg of the "M". Thanks for the tip.

Is there a guide somewhere to do this?

There is a Help Menu in WaveEditor - click on the WE icon and select Help



Also, here's a tutorial on how to use WE - they are using PD9 here but the principals are the same for PD10:
