There's no easy way to this - in video editing there never is
If you know the file name of the the photo you can highlight this in Windows and right click Copy eg. IMG_123 and
in PowerDirector Title Room use Control>V to Paste this information into the Title Room.
In the Title Room you can reposition, resize etc etc.
