rotate canvas bit by bit

Hi All. I have an ocean video taken on vacation. The horizon is tilted about 12 degrees, and being as it's water, that won't work in a video. The ocean will pour out of the video, don't you know? I've taken off "snap" but still, when I to tilt it a bit, it snaps to a point that simply tilts the ocean in the other direction.

Is there a way to straiten a video by small increments, nudging it bit by bit till the ocean is level?

You would of thought this would be easy! Unfortunately not.

I struggled with this for years and was 'rescued' by Ynotfish

In PIP Designer go to Motion Paths & click on the Green Cross - now try rotating
