If you want all transitions in your movie the same duration, go under preferences, editing, and look on the bottom under durations. Set the transition length to whatever time you want and ALL transitions will now be the same length.

You can also adjust transitions individually once you have them in the timeline. Just highlight it and stretch it to the duration you need.
