Yes, several hacks out there, you can copy the old API interface dll's nvcuvenc.dll's to the system folders to gain functionality back, I don't consider that a solution.

I'm looking for genuine support of the new API by PD.

CL didn't have a real solution to start with... they just used something that was provided by nVidia for free.
I didn't understand what you said before, is not that CUDA that is missing, is the CUDA-based h264 ENCODER.

Even with the new-hardware based encoder (non-CUDA), nVidia has some dirty tricks:
NVENC on GeForce hardware can support a maximum of 2 concurrent streams per system. NVENC for GRID GPUs and Quadro K4000 and above can support as many streams as possible up to maximum NVENC encoder rate limit and available video memory.

I'm a newbie, so this may be a dumb question:

If the only use I have for my nVidia GPU is for editing in PD12, what difference does it make if I update the driver from 337.88?

Is the newer driver better in some way for PD12 use, or is that only a gaming and/or something else enhancement?

Newer drivers contain enhancements, often but not exclusively for gamers. If that doesn't hold you back then there's little need to chase the latest video driver.

Allegedly NVidia drivers are backward compatible, but as this and related threads note, that may not be necessarily the case with all applications that utilize them.

In time, no doubt NV and Cyberlink will work out the limitations being dicussed.

I think that nVidia fixed some other bugs too, but mainly, if you use only PD, you can keep that driver.
I chose to "fix" my system, because other apps that I use require "the latest drivers":
