Which Version of PD9 do I need to buy?

I'm using PD9 Ultra 64-Bit on my Win Ultimate 64-Bit box. My daughter wants to start editing video herself, and I wanted to check if I buy her a licence what ver to get given:
1) She has Win 32-Bit on her laptop (but I could upgrade it to 64-Bit windows if needed)
2) She is a School Student (Australia)

So several Q:
- What version should I buy (eg PD9 Deluxe / Educational Version / 2nd Home Lic)?
- Is it worth waiting for PD10?
- If it is a different version (eg PD9 Deluxe) can I open the project files with Ultra and vice versa?

FYI her laptop is a Lenovo ThinkPad X200 (7448CTO) 12.1-inch Tablet PC with a 1.4Ghz Intel Core 2 Duo SU9400, Intel Graphics Media Accelerator 4500MHD, and 3GB of DDR3 RAM (I can upgrade the RAM to 8GB and Win64 Bit if needed/recomended).

The laptop you spec'd is barely powerful enough to do any video editing effectively, HD will be near impossible unless done in little chunks. If you look ay my signature, you'll see a DM1z spec'd out, that little beast can just get by, and it's got quite a bit more punch than the Lenovo.
Try a trial 1st, just to see if it will work at all. HP Envy Phoenix/4thGen i7-4770(4@3.4GHz~turbo>3.9)

Yeah, that'll do, but if she really likes making videos, she'll need a better/faster machine in the future.
PD10 won't be out for a while, not even in beta yet, although I'm sure it's making the rounds in-house.
