Can the TV format of a project be changed between PAL & NTSC after you're finished making your movie?

I'm wondering because i have friends in both regions that would like copies of my movie.

I know when you add a clip to the timeline and its TV format doesn't match the TV format in the programs settings, PowerDirector then says it will convert the clip but the resulting video quality may be degraded. Now does the converting to the new tv format for the clip happen there & then or is all the converting done only at the time of rendering/burning once you've finished editing your movie?

I'm hoping i don't have to make the project from scratch again just because i need it in a different tv format. It would be so much easier if i can just change 1 setting in the programs settings and then burn the project in the new format.

I understand that you can make your normal project, save the project.
When finish, save to file or disk, you can change the TV system.
The converted to another system, you probably will have a degradation of image.
PAL to NTSC, I do and is good, I've never done the reverse
