Here’s a very easy to use, and very free, simple tape type delay/echo VST plug in, that you can install in your Cyberlink WaveEditor.

Download and save zipped folder > Un-zip/extract contents > Open WaveEditor > Click on Effects menu at the top left of your screen > Click on VST > Click on Import VST > Browse for the “.dll” file in the un-zipped folder > Open > Click OK.
Now import an audio track to WaveEditor > Grab and drag the gold Ranger finder to the right
(so it covers the range or portion of the track you want the echo applied to).
Then, on the left side of the screen, scroll down and look under the VST heading in the left Effects window > Click on E Phonic Tape Delay, and then just play with the controls till you get the echo you want.
(Note: Using the mouse to spin the knobs is a bit fidgety, but it just takes a little experimentation with your cursor placement to get a full range of knob movement.)
