I forget how to make a change to all of a subtitle to adjust the global time settings to adjust by +10secs

Not possible in Powerdirector. PowerDirector only moves one subtitle at a time. You do that by selecting that subtitle and dragging with the mouse.

You can export all of the subtitles in Powerdirector to a SRT file, then edit in Subtitle Edit.

Works great for srt files.

Subtitle Edit does not extract the closed caption from a DVD for Me. I use CCExtractor version 0.54 to extract closed captions from DVDs.
