Synching audio to video

While editing, I play through a scene and stop it where I want to import an audio clip. I then drag the sound bit to the audio track and play. When I play the clip and realize I'm off just a bit, I use the time line slider to find the exact spot I want to match the audio clip to, but when I click on the audio clip to move it, the time line marker snaps to the position of the audio clip, unmarking the position I want to align the audio with.

Is there I way to put MARKERS on the time line so you can drag effects or audio clips to exact locations?

Not really, you can use splits as "artificial" markers - timeline markers are something that has been suggested over the years but ....

I almost invariably have to expand the timeline to frame level and do any synching there to get proper results.
