1. I'm new to all this.

2. I want to rip a DVD and encode it for playback on my tivo. I want to do this fullscreen, but currently it has letterboxing.

3. Will Powerdirector enable me to re-encode it to full screen without letter boxing?

Yes it does. In Edit mode you can stretch or shrink your image as well as set the center of the picture (your own pan and scan). If your image is letterbox then obviously making it 4:3 you will loose some information on the side.
