Creating DVD Menus with Motion in PD9

Is there any way to create a DVD menu in PowerDirector similar to the one at the link below? The tools I have are PD9 and Adobe Photoshop. I do not have Adobe After Effects (nor do I want to buy it), but have recently downloaded the Blender freeware, and am beginning to learn that.
