Currently when I export a video, the video plays at normal speed.

Is there a method where I can create a video, but when I go to publish it, the published version is at 2x or 3x normal speed?

I desire that the finished product appear to be faster than real time.

A produced video can be played with faster speed, if the user so desires and the player has the option (e.g. YouTube has that option I think)
You have not told us of the purpose of these speeds, but if you want to automatically present a faster video, then it is best to use the speed function in PD and set the speed, or the duration yourself and than export the video with that speed. If you need more speeds, it would take more exports after you have set the duraction in PD. The resulting, exported video may have different Filenames that show that speeds. You can also select parts of the video (using the speed function in PD) to be played at a specific speed, maybe that is an option for you.

I have video, that I wish to put up on social media, but it needs to play at like 2-3X.
