PD help indicates that this feature is only available on the subscription version. I have perpetual license and don't see it in the subtitle room. Is this currently the case? (I ask only because PD University seems to think is available with both). Regards,

PD University is wrong. Speech to text was added in a Dec PD365 update, perpetual does not get these updates.

I know it is a marketing ploy by Cyberlink but as a PD21 perpetual user I find it disappointing that 365 seems to get endless updates and add-ons that aren't available to non-365 users and it is unclear if any of these will ever be available in later versions of perpetual PD.

Based on history, the updates they do during the current release cycle typically are the base perpetual product next September. Just the updates, like this "Speech to Text", not all the fluff stickers, fonts, sound bits.... that are PD365 exclusive.

If that holds, and they still offer a perpetual PD22 product in ~9/2023, my guess it will have this "Speech to Text", and "AI Art Generator", as well as other current release cycle core updates.
