Int'l Service Assessment Fee?

I renewed my subscription of PD 365 as always for the past 3 years. However, I noticed that with the initial renewal charge, there was a seperate charge for $2.10 for an "INT'L SERVICE ASSESSMENT FEE", which I've never been charged before.
I contacted "info@living-c.de" for an explanation of why this charge happened and they informed me that it was PAYPAL who applied this charge. I contacted PAYPAL and sent them pics and the email that was sent to me by "info@living-c.de". PAYPAL denied my claim due my billing dispute not matching their qualification for a billing dispute.
Has anyone else encountered this "ASSESSMENT FEE" and if so, did you get it resolved or no?

Not strictly a PDR issue but ISA fees :

"applies to U.S.-acquired transactions paid for with a card issued outside of the U.S, and this fee varies depending on what currency the transaction is settled in."
