Be sure PD is set to capture from the correct type of connection, S-video, or RCA yellow.
For best quality it all starts with a good-condition S-VHS player, using S-video for the capture.
The best S-VHS units are Hi-end Panasonics, best ever is the AG-1980P but that will run you $1,500 rebuilt.
A solid JVC such as the S-39xx, S-4800, Philips 960B.
A Hi-end JVC with TBC, like an S-7800u (my best model) may be $300-500 in good condition.
Mitsubishi HS-U7xx.
Of course condition matters.
A good tech can replace capacitors, belts, lube for under $150 and you'll have a"new" machine.
Read up on Time Base Correction, both line and frame type.
If your captures are jumpy, wiggly, dropping frames try putting a Panasonic ES-10 or 15 in the workflow as a poor man's TBC.
Do not record with the Panny, just use as pass-through, be sure the Noise Reduction is OFF on the Panny as it's too strong.
Only use the Panny when needed to reduce capture issues.
