Common Gain (typically normalize in other audio/video programs)

I want to be able to adjust common gain so that the peak of my clip is at the specfied db level.

In Premiere, Final Cut Pro, Davinci and reaper this is referred to as Normalize. The normalize function in Powerdirector 365 is interesting but is missing one of the most important things that a normalize function normally does.

In most editing software, I can adjust the common gain (normalize) in reference to 0.0 db.

For example, -1.0db, -0.5db, +0.5db, etc.

Typically this is done on a single track - for example after you have mixed down your audio to a master track.

Is there a plugin which can do this? Otherwise, It's very annoying in that I have to export the audio to another program, do the normalize there and then paste/import the results back in. It also defeats the goal of non-destructive editing.
