You can't do that directly in PD, but you can do it with a second step with a free utility as shown in this discussion.

In your case I'd use a 1:1 aspect ratio in PD so you'll have a 300x300 pixel video, and then you'll need to remove the upper and lower 25 lines as described in the second linked discussion.

Thank you for letting me know friend. It is idiotic that this program does not allow a user to change the video size besides the aspect ratios provided.
