I have to use a lot of imagination to try and understand what you're wanting to do, but it sounds like maybe using the Motion Tracker tool to lock onto the speedometer would be a good first step.

You could then attach a blur (or similar type of) FX and keep that positioned over the speedometer during the video

Haha... I just want to hide speed if I am driving too fast.

Yeah, now I know. I just use Motion Tracker with bluring Fx.
