Hi. I'm using PowerDirector 365 version 21.1.2401.0

Can this program help me create a highlight reel or preview of a video automatically? Is there a tool for that?

I'm not sure how PD would know what parts of a video are highlights or even how it might automatically put up graphics or know what kind of feature you'd want to use.

So in a word - No. You'll have to manually select the clpis you want to include and learn to use the various available tools. Take a look at this discussion for more details,
