One possible workaround, if you have, or want to upgrade to Quick Time Pro, is...
Download and save GIF > Open with QT Pro > Save as Self Contained Movie > Import to PD > Drag to a PIP and size down > Copy and Paste successively as many times as you need in order to get the duration you want > Use Barry's chroma key suggestion to remove background (if necessary)
I've found that if you use a GIF in a title sequence, it's best to just place the title on a color board that is the same color as the GIf's background. Then you won't need to chroma key. And you can use other re-sized color boards, in the other PIPs, to mask out any residual ghost lines that occasionally appear around the QT saved GIFs.
Not perfect, but it does work.
