Does v2801 include v2604 or should v2604 be installed first?

Hi AlS ,
V2604 is the full patch release and includes all previous updates. You should install this patch on your computer to have PDR 13 v2604.

The BETA patch should only be installed by an experienced editor who is confident in dealing with unusual problems/crashes etc and be able to correct the situation and/or revert back to the full release version (such as back to 2604). A beta patch release is not for the inexperienced novice video editor. A beta pach would include previous updates but as it is a beta, it can be a flawed, problematic patch.

My opinion is, you should patch to 2604 and wait for the next full release.
