Draw on Screen during Desktop Capture

Is there a way to draw on the screen during a desktop capture or is a 3rd party application needed?
Any recommendations if the latter?

I just found something small and free that will do it. PD12 Ultimate Suite (upgrade from PD11 Ultimate). PhotoDirector 5. PowerDVD13. YouCam 5.
