How do I make running water glow?

I am in the middle of editing a video and in a number of scenes, objects are supposed to glow. I have been using the Star Trail particles and modifying their size and colour and it has been working so so for now. But in one scene I have a fountain with water coming out of a lion statue's mouth. Is there a way to make just the water glow?
Thank you so much...I only have 2 more days to finish this project!
I am using Powerdirector 9.

The above used Photoshop CS3, there is a free Photoshop like Photo editor named Paint.net.
Search google for it.

If your clip is static, you could use a custom mask to isolate the water and apply an effect. Very quick (about 7mins to prepare) example here, so a bit basic. Used image editing software to produce a mask with a transparent water section, overlay the main clip and apply change color (in this case) to give the yellow. May not be what you want but....
