The hybrid solution that you have is made for gaming but is a waste of money for video editing. The laptop screen itself is hardware wired to the intel GPU. That Intel GPU can pass 3D elements from the discrete GPU (from 3D games), but it is not made to pass the hardware decoding/encoding from the AISC bloc (that is separated from the 3D cores).
Now, there are professional editing laptops that have a mux (a switch) between the laptop screen and the iGPU + dGPU and those can make use of all the blocks in the dGPU completelly.
PS: Adobe Premiere doesn't use the AMD GPU for encoding in your laptop, it uses the Intel QuickSync one.
