VHS to PC flckering

I have searched this forum and tried the suggested solutions to no avail.

The movie plays smoothly when VCR is connected directly to a TV. (no converter inline)

The problem occurs when using the VHS to digital converter with Poweredirector 12

Checked:

25fps PAL,
4x3
Hardware accelerator off. (and on)

The scene is outdoors, so no strobing sources.

The same flickering occurs with OBS software too!

In both software the resulting mp4's the flickering is recorded.

What is your converter, ez-cap, or a similar no-name?
Is it all tapes or just 1 tape?
S-video or RCA?
Do you have any time base correction?
An inexpensive TBC-ish device would be an ES-10 or ES-15 Panasonic DVD recorder used only in pass thru, it may help. HP Envy Phoenix/4thGen i7-4770(4@3.4GHz~turbo>3.9)
