Lock scrubber in place

Is there a way to park the scrubber (timeline marker) in place and click somewhere else on the timeline without the scrubber moving?

No there is not. But if it is your intention to mark a place in the timeline (precisely), whilst working in other places in the timeline, I might help to place a (timeline) marker at the scrubber/cursor position. Multiple markers are possible if need be with their own colors. PD will also see these markers as a "clicking" point, so when you move something in the timeline you can click it to a marker.
