That's quite strange. I just tried creating and producing a 2.5 minute 9:16 video and didn't have any issues like you've seen.

Just to see how my system would behave I have taken a 16:9 clip; MP4, 640x352/30fps H.264 AVC
trimmed it to 2:30 minutes and then set the aspect ratio to 9:16.
When producing I see the following remarkable things:
- production with Fast video rendering on, takes PD to render the clip without any effects about 0:30 minutes, there is no difference when switching between internal GPU and the "external" GPU.
- production with Fast video rendering off, takes PD the clip without effects about 0:12 minutes (?)
- production with Fast video rendering on and a number of random changes to colour etc. takes about 0:18 minutes
- production with Fast video rendering off, and the same number of random changes takes about 0:30 minutes
All output files have a green line at the left of the 9:16 output video. Which line is not to be seen during displaying the clip from the timeline. The green line is there when I use the output format MP4, 480x720/25p (3Mbps); The green line is gone when using 720x1280/25p (6Mbps)
I have tried the same tests with and without OpenCL technology switch on.
No need to say: both software and drivers are all up to date, and (still) running Windows 10.
I wonder whether this is me, or other can reproduce this behavior too. If so, then it might make sense to send a note to Tech support.
One would seriously wonder what is happening under the PD hood....
