Insert a jpg file to Media Content

Hi,
Is it possible to insert a jpg file to the Media Content to be there constantly, no matter which project I am working with?

Yes. The trick is to include the JPG file(s) and any other media files for that matter, into the PD sample directory:
C:\Program Files\CyberLink\PowerDirector19\SampleClips
And to switch on, in preferences/projects, the Automatically load sample clips……. tag.
The clips you don’t want to load each time you start PD (or start a new project), can be “moved” away to another directory. I don’t recommend deleting them, as they may be handy at some point.
