Altering aspect ratio for Facebook

I am attempting to modify a video shot in 16:9
in order to up;pad it as a Facebook [age's cover video.
Their stated sizes required are varied.
One site is quoted as 820 x 462
another says 1250 x 312
Not quite sure how to change the aspect ration to fit.
Any guidance appreciated.

Edit: just read an article that stated "A Facebook cover video must be a minimum of 820 x 312 pixels"
Although it was written in 2017.....
Sent FB a few queries about this in the last week, but no reply yet.

This thread may have some help for your question, but I just checked on FB & the editing options (repositioning in frame) seem to have changed. I'll see what I can find out...
