After switching to 365, I no longer see the plugin shortcut icon next to the media import icon. Am I missing a setting to display this again without having to go up to the file bar?

That's a user interface change and there's no setting to bring it back.

Instead of the puzzle icon there's now a full Plugins menu. Same number of clicks and only a short distance away.
