I use windows10 pro 64bit yet according to faqs the program uses the os built in decoder yet it does not show in the option, even though it will play the ac3 track of a clip or movie it only converts to dts or lpcm stereo

That is correct, PD18 removed the ability to encode DD for media. The attached pic shows the modifications in the "Create Disc" area of the documentation compared to PD17 and the loss of DD for media capability is also referenced here: https://www.cyberlink.com/support/faq-content.do?id=24372
