That looks like PD is corrupted. I would uninstall it (keep personal settings, if prompted), and then reinstall it.

I get this as well sometimes, while in the middle of editing a project the thumbnails just switch to those in your screenshot. If I close the project and re-open it, the correct thumbnails return. Does it do the same for you?
