File download is at 30 minutes on the clock for only 326MB with CPU speed at 3%. Pause the download and CPU speed increases to 11%. Resume download and CPU speed drops to 3%.

These drops may be caused by CPU throttling, a power-saving feature in Windows. You can prevent these drops by changing the power management settings in Windows, although you also may need to also disable the power management feature in your computer's BIOS.
