You need to let the users know which webcam you are using and which software and version that you use to do this capture. It looks like that your pc is unable to handle this recording. Lip sync is accomplished at the beginning and at the end but not in the center in the recording posted. Let us know if this is the original recording or the one ran throgh handbrake.

I'm recording a video through capture (Becos it's clearer than Microsoft's camera) and so I discovered that there's out of sync issue.

Anyway, I solved it by using my smartphone to record a video instead.
