How to make a clip have a slow frame rate, such as 12fps

The only way I have found would be to export to images (which is minimum 24fps it seems), delete every other image and then bring them in as a sequence.

Is there an effect or more efficient manner to create clips that are at a low frame rate?

Are you trying to make your video look slow motion or are you trying to give it a strobe effect or start/stop effect?

Thanks, and I found an option to make it 15fps - I am wanting it to be much slower, even 2-6 fps. I'm trying an AI image processor that can make the video look hand-drawn; but it looks unreal when the framerate makes it look smooth.

Use the fx effect Skip on the video. It will do exactly what you want.
