imported video sounds fine until inserting it in timeline then voices crackle

I imported a video and it sounds fine to play it in PD until I insert it in the timeline, then there is crackling noise in the voice. What is causing this and how to fix?

Is it mp3?
Some files can be difficult, try converting to another format. HP Envy Phoenix/4thGen i7-4770(4@3.4GHz~turbo>3.9)
