How add a graphic to highlight a video area

On a video, how can I arrows or circles or some graphic to point out an area I want to draw the watchers attention to?

Getting to know PD17 and looked over the tutorials but I cant find anything.

Appreciate any tips!

Thanks so much!. That will do what I want just fine. In fact it should work very well. This is security camera footage with a lot of extra image that this technique will draw the eye away from . thanks again

Yes that will be a big help. Its not dynamic but I can combine it with the spotlight technique to do a very good job for a first timer.......i hope. Thanks again!
