some of the NewBlue plugins at Powerdirector 17 are not activated?

Dear people,
Why some of the NewBlue plugins at Powerdirector 17 are not activated? I expect when I purchase PD 17 that the plugins are already activated.

Apparently some NewBlue packages are delivered but not part of the PD17 deal. Look at the PD17 comparison to see what is and is not part. They plugins work in trial mode (it looks like a red cross in the image, and can be purchased.
