Jittery video when transferred to iPhone

iOS 11.2.5
Win10

Publishing w/mp4 1920x1080 @ 30fps (tried various other formats and resolutions as well)

Tried Deblocking on and off...

The resulting video on the win10 pc is fine, youtube is fine, Macbook is fine....but when copied to the iPhone directly the video is jittery almost as if the frame rate is wrong.
