How to place Static Text in 360 videos?

I'm trying to place titles in my 360 video that look as though they are fixed in place inside the video.
(When I pan or zoom the titles scale to stay in the same location instead of being in the same spot on the screen)

Such an effect would have to "track" the graphics/ text into the video.
I've seen this done with other programs. How is it done in Power Director 16?

I would like to use it in 2D mode from View Designer, so that you can pan and read the text.
I'm not sure what the technical term would be "static 3D text" is the best I can come up with lol!
