I have a Windows 10 computer and have installed many PowerDVD programs. But this is the first time I've seen Windows reject an instaltio. I checked properties of the file ( CyberLink_PowerDVDCopy_PDC120912-01) and the certificate was revoked. How can this be fixed, or should I just ask for a refund?

If you ask for a refund, how you'll install the software?

Ask for help first. Send a ticket.
